Senate Republicans Embrace President's Call to Overhaul Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Consequences of Federal Closure

The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Plan from Florida Resort

As weekend session got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic lawmakers shared alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a small group of moderate Democrats to end the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator persisted in maintaining that Republicans should agree to a 12-month continuation of the payments before discussing the long-term of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
